Quality policy

The Internal Quality Assurance System (SGIC) of Endor Universitat Digital constitutes the organizational and procedural framework that ensures the quality of teaching, services, and institutional processes, and is an integral part of the University's strategy. This system complies with Andorran regulations and follows the guidelines of the European Higher Education Area (EHEA). It has been developed in accordance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG), guaranteeing continuous improvement, transparency, and accountability to society.

Guiding principles

The Quality Assurance System (QAS) of Endor Universitat Digital is based on the following principles:


  • Institutional commitment to quality in all academic and administrative activities, guaranteeing compliance with legal requirements.
  • Student-centered approach, ensuring education focused on learning and holistic development.
  • Transparency and accountability to stakeholders with clear access to information on teaching and performance indicators.
  • Continuous improvement through the systematic evaluation of curricula, outcomes, and processes.
  • Active participation of internal stakeholders (students, academic and administrative staff) and external stakeholders (businesses, experts, and the general public).
  • Promotion of internationalization: Integration of best practices and international standards.

Objectives of the SGIC

The main objectives are:


  • To guarantee the quality of training programs and their alignment with the European Qualifications Framework.
  • To promote teaching innovation and academic excellence.
  • To guarantee student assessment based on objective, clear, and public criteria, regulations, and procedures, consistent with teaching competencies and methodologies.
  • To ensure the availability of adequate material resources, infrastructure, and services.
  • To facilitate the active participation of students, faculty, administrative staff, and external stakeholders in quality improvement.
  • To implement a culture of measurement and continuous improvement that enables the pursuit of excellence in the University's service delivery through the evaluation and analysis of satisfaction surveys, programs, and services provided by the University.
  • To promote the evaluation and improvement of the performance of teaching and administrative staff.

SGIC organizational structure.

The responsibility for the implementation and proper maintenance of the cross-cutting processes that make up Endor's Internal Quality Assurance System (IQAS) ultimately rests with the Rector of Endor Universitat Digital and its University Council.


To implement the IQAS, Endor has a collegiate body, whose participation and responsibilities are clearly specified below.

The highest governing body for matters relating to the university's Internal Quality Assurance System (SGIC) is the Quality Council. This Council will be created by the University Council, upon the proposal of the Academic Board, and will have the powers to promote and guarantee quality, and to implement the continuous improvement necessary to create a Culture of Quality within the university. Initially, the Quality Council will be designed to cover all areas of the university (teaching, research, and administration); however, as the university evolves, its structure will be considered in a more detailed manner (with the creation of Quality Assurance Committees in each center) if deemed appropriate and feasible based on the potential size of the institution.


The Vice-Rectorate for Quality will be the single-person body within Endor Universitat Digital responsible for establishing the Culture of Quality and coordinating the actions necessary for the effective operation of the SGIC. For this task, it will have the technical and administrative support of a specialized unit in charge of quality matters, which may ultimately be called the Quality Office.


The Quality Council will be chaired by the Rector, who will act as its secretary (certifying officer), and the Secretary General. It will have a minimum of the following members:


  • Head of the Vice-Rectorate responsible for Quality
  • Head of the Vice-Rectorate responsible for Teaching/Studies
  • Head of the Vice-Rectorate responsible for Research and Innovation
  • Head of the Administration or their designee
  • Representative* of the Teaching and Research Staff (PDI)
  • Representative* of the Administrative and Technical Staff (PAT)
  • Three student representatives* (one from the Baccalaureate program, one from the Master's program, and one from the Doctoral program)
  • Representative* of the university's centers (nominated by the centers)
  • One external representative (company or expert)


The members of the Quality Council are elected by the University Council from a proposal submitted by the Rectorate. This composition may change according to the needs of the university, when deemed appropriate by the University Council. In any case, the appointments of representatives* will be for fixed, non-renewable terms, and provided they maintain an active connection with the university.


Depending on the topics discussed, the technical staff of the Quality Office, as well as any other person the Rector deems appropriate, such as representatives of professional associations, internationally recognized organizations, business groups, etc., may attend the Quality Council meetings with voice but without vote.

Structure of the SGIC according to ESG

The Quality Assurance System (QAS) associated with the degree programs will be structured around the ESG standards, which are developed in the following areas:


  • Quality Policy and Strategy (ESG Criterion 1.1).
  • Program Design, Approval, and Review (ESG Criterion 1.2).
  • Evaluation of Faculty Performance (ESG Criteria 1.4 and 1.6).
  • Review and Improvement of Teaching Quality (ESG Criteria 1.2, 1.3, 1.6, and 1.9).
  • Publication of Public Information (ESG Criteria 1.3, 1.6, 1.7, and 1.8).
